1. “Pre-K Acceleration and Clarification Amendment Act of 2010”, Bill 18-0605. To amend the Pre-k Enhancement and Expansion Amendment Act of 2008 to require that administrative and procedural rules for the Pre-k program assistance grant program be submitted to the Council for review and approval, to establish a State Early Childhood Development Coordinating Council to improve coordination and collaboration among entities carrying out federally-funded and state-funded pre-k and other early childhood programs, to require the University of the District of Columbia to convene a collaborative of District of Columbia colleges and universities, develop a Pre-k workforce development plan and to submit the plan to the Council by a date certain, and to establish a higher education incentive grant program for the purpose of increasing the number of Pre-k teachers and assistant teachers who meet degree and credential requirements, to transfer the authority to establish a higher education incentive grant program from the Office of the State Superintendent of Education to the University and to amend the District of Columbia Public Postsecondary Education Reorganization Act to add to the duties of the Trustees of the University of the District of Columbia the duty to serve as the coordinator of the state system for pre-k teacher preparation, professional development, and training, and to convene the collaborative, develop the plan, and establish the program required by this act.
2. “Zoning Commission for the District of Columbia Greg Selfridge Confirmation Resolution of 2010”, PR 18-0874. To confirm the appointment of Mr. Greg Selfridge to the Zoning Commission for the District of Columbia.
3. “Transfer of Jurisdiction over a portion of US Reservation 495 and Change in Purpose of a Previously Transferred Portion of US Reservation 495, Approval Resolution of 2010”, PR 18-0879. To approve the proposed transfer of jurisdiction over a portion of U.S. Reservation 495 from the National Park Service to the District of Columbia for transportation purposes associated with the construction of a new 9th Street, N.E. Bridge; and to approve the change in use of another portion of U.S. Reservation 495, which was transferred on a plat dated December 14, 1972, from the National Park Service to the District of Columbia, from a use of highway purposes to a use for forest conservation purposes.

10. Bill 18-0868, “Omnibus Alcoholic Beverage Regulation Amendment Act of 2010”. To amend Title 25 of the District of Columbia Official Code to define the term holiday; to clarify what constitutes a miniature; to allow class C and D retailer licensees to purchase from class A retail licensees when District wholesalers are closed; to make it a secondary tier violation to knowingly allow a patron to exit an on-premises establishment with an open container of alcohol; to require taverns to have a security plan; to clarify conflicts of interest in licensure to allow the holder of a restaurant license to apply for a class A or class B retailer’s license; to exempt class B retailer licensees with alcoholic beverage sales under 25% from the 400-foot restriction; to permit the issuance of additional class B retail licenses if the total number of class B retail licenses falls below 300; to create stipulated license fee; to create a fee for maintaining licenses in safekeeping; to make it a primary tier violation to sell or serve alcoholic beverages on a suspended or expired license; and to make it a primary tier violation to not be in compliance with the statutory food requirements. To establish a not-for-profit hospital corporation as an independent instrumentality of the District government to be known as the Not-for-Profit Hospital Corporation to provide community-centered health care east of the Anacostia River, to authorize the Corporation to receive the land, improvements on the land, equipment and other assets of the facility known as the United Medical Center, to operate or retain an operator for the facility, to establish a Fund to receive the monetary assets of United Medical Center, the operating revenues of the facility, and any other funds provided to or for the use of the facility, and to disburse funds from the Fund to pay the expenses of the Corporation and the operations of the hospital, to establish a Board of Directors to manage the Corporation, and to establish the rights and responsibilities of the Board; and to amend the Health Service Planning Program Re-establishment Act of 1996 to exempt the Corporation, any operator of the facility and any successor to the Corporation as owner of the facility including a skilled nursing center at the facility from Certificate of Need requirements.
