To enact the Uniform Real Property Transfer on Death Act, to authorize creation of a transfer-on-death deed, which, when properly executed and recorded with the Recorder of Deeds, passes title directly to named beneficiaries without probate upon the transferor’s death, and to make conforming changes to Title 19 of the District of Columbia Official Code.
