To amend the Firearms Control Regulations Act of 1975 to require that individuals convicted of certain firearms offenses be added to the Gun Offender Registry; to amend An Act For the preservation of the public peace and the protection of property within the District of Columbia to return prosecutorial authority on certain matters to the Office of the Attorney General, to permit a charge for a less serious offense where one or more persons demonstrate in an area where it is not permitted and remain or return to the area after receiving a warning from law enforcement, and to clarify that a person may not expose himself or herself to a minor or non-consenting adult in public or private; to amend the District of Columbia Law Enforcement Act of 1953 in order to prohibit excessive noise and disruptive conduct in public buildings and to return prosecutorial authority on certain matters to the Office of the Attorney General; to amend An Act Regulating the issuance of checks, drafts, and order for the payment of money within the District of Columbia to increase the felony threshold for a “bad check” to $1000; to amend the Indeterminate Sentence Act to clarify that escape applies to any person who is detained, incarcerated or hospitalized in a facility by order of a court; to amend An Act To prohibit the introduction of contraband into the District of Columbia penal institutions to establish criminal penalties for the possession of contraband within secure detention facilities; to amend An Act To control the possession, sale, transfer, and use of pistols and other dangerous weapons in the District of Columbia, to provide penalties, to prescribe rules of evidence, and for other purposes, to add “a dangerous crime” to those crime which require the imposition of a mandatory minimum sentence; to amend D.C. Official Code § 23-1331(3)(A) to add presence in a motor vehicle containing a firearm to the definition of dangerous crime for the purposes of detention prior to trial; to amend the District of Columbia Uniform Controlled Substances Act of 1981 to add 2C-T-7, AMT, 5-MeO-DIPT, GHB, BZP, methcathinone, mephedrone, MDPV, fospropofol, khat, synthetic cannabinoids, and cathine to the schedules, to correct the spelling of “dronabinol” and to clarify that enhanced penalties apply to all controlled substances.
