To require the reporting of child sexual abuse to the Metropolitan Police Department, the 911 Emergency Call Center, or the Child and Family Services Agency; to require without exception that any adult, with knowledge or reasonable cause to believe that a child is a victim of sexual abuse, make a report; and to establish criminal penalties for the failure to report.
