Councilmember Phil Mendelson, Chairperson of the Committee on Judiciary, announces a public hearing on B19-690: Massage Parlor Public Safety Clarification Amendment Act of 2012 and B19-754: Good Samaritan Overdose Prevention Amendment Act of 2012. The hearing will be held at 11AM on Wednesday, June 27, 2012 in Hearing Room 120 of the John A. Wilson Building.

The stated purpose of Bill 19-690 is to clarify the law with regard to enforcement of criminal prostitution and massage establishments. The stated purpose of Bill 19-754 is to provide legal immunity to persons who seek health care for someone experiencing or perceived to be experiencing an overdose, to establish as a mitigating factor in criminal prosecutions the seeking of health care for an overdose victim to prohibit the use of evidence gained as a result of seeking health care for an overdose victim in residential drug-related eviction proceedings, to authorize the posession and administration of opioid antagonists, to authorize prescription of opioid antagonists by licensed healthcare professionals, and for other purposes.

Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. If submitted by the close of business on Monday, June 25, 2012, the testimony will be distributed to Councilmembers before the hearing. Witnesses should limit their testimony to five minutes; less time will be allowed if there is a large number of witnesses.

If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record. Copies of written statements should be submitted either to Ms. Setlow, or to Ms. Nyasha Smith, Secretary to the Council, Room 5 of the Wilson Building, 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004. The record will close at 5:00 p.m. on Wednesday, July 11, 2012.
