Dept of Parks & Rec Revenue Generation and Concession Authority
Councilmember Tommy Wells, Chairperson of the Committee on Libraries, Parks, Recreation, and Planning, announces a public hearing on B19-757, the "Department of Parks and Recreation Revenue Generation Clarification Amendment Act of 2012" and B19-758, the “Department of Parks and Recreation Concession Authority Act of 2012”. The public hearing is scheduled for Wednesday, July 11, 2012, at 1:00 pm in Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. Please note the date change from June 11, 2012.
B19-757 would amend the recently enacted Department of Parks and Recreation Revenue Generation Amendment Act of 2011 by clarifying that community groups with authority to fundraise on Department of Parks and Recreation (DPR) property may support DPR events and programs, as we as facilities with money raised. It also clarifies that DPR may enter into agreement with sponsors and advertisers to support programs and events as well as facilities; and clarifies that the laws governing the expenditures of public funds may not be applicable to contracts pursuant to which the District is receiving, rather than spending, money.
B19-758 would authorize DPR to provide concessions and to allow third parties to provide concessions on DPR property through a permitting process or by contract. It would also allow DPR to increase the revenue it collects at sites and create a process by which third parties can provide fee-based programming and events on DPR property.
The Committee invites the public to testify. Testimony may be limited to 3 minutes for individuals and 5 minutes for those representing organizations or groups.
