Department of Corrections Population Management at District Detention Facilities

Councilmember Phil Mendelson, Chairperson of the Committee on the Judiciary, announces a public oversight hearing on the Department of Corrections (DOC) population management at District detention facilities. The hearing will be held at 12:00 p.m. on Friday, January 6, 2012 in Hearing Room 412 of the John A. Wilson Building.

The purpose of this oversight hearing is to hear and receive testimony on the efforts of the Department of Corrections to control and manage the inmate population at the Central Detention Facility (CDF) and the Central Treatment Facility (CTF). Close management of the population, to include working aggressively with the U.S. Bureau of Prisons, the U.S. Marshals, and the U.S. Parole Commission, is necessary to maintain a safe environment in Department of Corrections’ facilities as well as to keep the agency within budget. Management of the population is particularly important as the fiscal year 2012 budget includes a reduction of 150 beds at the CTF compared to the current fiscal year. This is a follow-up to a hearing held on November 22, 2011.

Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. If submitted by the close of business on Wednesday, January 4, 2012 the testimony will be distributed to Councilmembers before the hearing. Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.

Copies of written statements should be submitted either to Mrs. Setlow, or to Ms. Nyasha Smith, Secretary to the Council, Room 5 of the Wilson Building, 1350 Pennsylvania Avenue, N.W.
