Continuing Overtime and Pay Problems in the Fire and Emergency Medical Services Department
Councilmember Phil Mendelson, Chairperson of the Committee on the Judiciary, announces a public oversight hearing on continuing overtime and pay problems in the Fire and Emergency Medical Services Department. The hearing will be held at 10:00 a.m. on Thursday, January 19, 2012 in Hearing Room 412 of the John A. Wilson Building.
The purpose of the oversight hearing is to hear and receive testimony on two issues. First, the Fire and Emergency Medical Services Department’s management and control of overtime spending. While F&EMS has significantly overspent its overtime budget over the past decade. However, F&EMS completed FY 2011 within budget. The oversight hearing will focus on ensuring that this achievement continues going forward. Second, F&EMS continues to suffer pay problems that are detrimental to agency personnel. The hearing will focus on what measures F&EMS is undertaking to correct ongoing problems with regard to pay. Testimony will be limited to these two issues. A similar hearing was held on November 21, 2011, and the Committee will continue to hold these oversight hearings.

Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. If submitted by the close of business on January 17, 2012 the testimony will be distributed to Councilmembers before the hearing. Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.
If you are unable to testify at the roundtable, written statements are encouraged and will be made a part of the official record. Copies of written statements should be submitted either to Mr. Moore, or to Ms. Nyasha Smith, Secretary to the Council, Room 5 of the Wilson Building, 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004. The record will close at 5:00 p.m. on Thursday, February 2, 2012.
