The purpose of the public hearing is to provide the public with an opportunity to comment on the proposed legislation to encourage highly effective teachers to teach in high-need public schools and to require the Office of the State Superintendent of Education, in collaboration with the Mayor and other District agencies, to create a plan to implement the program.
