The purpose of the public hearing is to provide the public with an opportunity to comment on the proposed legislation of B19-0648 is needed to encourage a pilot early warning and intervention system to track how students in grades 4 through 9 are performing in certain areas that indicate their likelihood of dropping out of high school.  The proposed legislation on B19-649 is needed to require that the Office of the State Superintendant of Education(“OSSE”) to mandate that all students in Public High Schools to apply to at least one postsecondary institution before graduating and to require that every student take the SAT or the American College Testing program (ACT) before graduation.  The proposed legislation on B19-566 requires the Chancellor of District of Columbia Public Schools to ensure a reasonable expectation that 3 and 4 year olds are prepared for kindergarten.
